Kenitra Air Base (the third Royal Airforce Base, operated by the Royal Moroccan Airforce, permits filming. it is located north of Marakesh near Rabat. The Sebou River snakes around the base and empties into the Atlantic. So the base is near practical docks for the tanker.
The Ouarzazate Base is an army facility next to an airport that allows filming, so the illusion of a larger base is doable. The Russo brothers shot "Cherry" here.
